My Background
I have been a litigator ever since I graduated from law school in 1986. I began my career in the United States Navy JAG Corps, representing service men and women in courts martial. Returning to my native Pennsylvania, I was an attorney with the general counsel to the Pennsylvania School Board's Association. In that capacity, I represented school districts throughout Pennsylvania in special education and a wide variety of other education-law-related matters. My past experience makes me uniquely qualified to negotiate with, and if necessary litigate against, public school districts on behalf of parents. I have been in private practice representing parents of children with special needs since 2002.

Special Education
The Individuals With Disabilities Education Improvement Act ("IDEIA") guarantees all students with disabilities a free appropriate public education ("FAPE"). The IDEIA further requires school districts to develop individualized education programs, or IEPs, for each eligible child. I frequently represent parents of children with special needs in a wide range of special education matters, including:
- Early intervention services;
- Eligibility evaluations and determinations;
- Extended school year ("ESY") eligibility and services;
- Review of multi-disciplinary evaluations and IEPs;
- Provision of services under §504 of the Rehabilitation Act of 1973;
- Attending multi-disciplinary team and IEP meetings; and
- Representing parents and children in special education due process hearings as well as state and federal court proceedings.
Gifted Education
Under Pennsylvania law, public school districts must also offer FAPE to gifted students. The requirements for gifted education are found in Chapter 16 of the Pennsylvania Code. In my experience, many districts routinely ignore the requirements of Chapter 16, resulting in substantial educational detriment to gifted students. I have successfully represented many parents of gifted students throughout Pennsylvania in obtaining appropriate gifted services for their children.
Education Law
I also have vast experience representing families in a wide variety of other education law matters, including:
- Student disciplinary proceedings, including expulsions and manifestation determination meetings;
- Juvenile court proceedings;
- Disciplinary proceedings in both private and public colleges and universities;
- Freedom of speech claims involving public school students;
- Discrimination claims under applicable federal law; and
- Teacher discipline and dismissal actions.
Workers' Compensation
I have represented more than 100 injured workers in obtaining the monetary compensation and medical treatment they are guaranteed under Pennsylvania's Workers' Compensation Act. My services in this area include:
- Claim Petitions for new injuries;
- Representing injured workers against efforts by their employer to terminate or suspend their benefits;
- Legal actions before workers. compensation judges throughout Pennsylvania, the Workers. Compensation Appeal Board and the Commonwealth Court; and
- Settling workers. compensation cases for a lump-sum of money via a compromise and release agreement.
