Under Pennsylvania law, public school districts must also offer a Free Appropriate Public Education (FAPE) to gifted students. The requirements for gifted education are found in Chapter 16 of the Pennsylvania Code. In my experience, many districts routinely ignore the requirements of Chapter 16, resulting in substantial educational detriment to gifted students.
